s.106 Agreements

What are the chances in 2011 that less-than-normally-busy Local Authority Planning Departments will review consented schemes which have not yet started to ask whether what may be preventing a start could be an onerous s.106 agreement?

Is it possible that Local Authorities might be prompted to review their back-log?  How refreshing that would be.
